Key Aspects of Implementation in ARMM

Supporting the institutionalization of hygiene habits

The Essential Health Care Programme (EHCP) is DepEd’s flagship school health programme that includes three low-cost and effective hygiene interventions: daily group handwashing with soap, daily group toothbrushing with fluoride toothpaste, and bi-annual deworming. Since launching the programme in ARMM in 2011, GIZ has supported the expansion if the Essential Health Care Programme (EHCP) to reach over 500 schools in every province of ARMM. In addition, GIZ provided technical assistance to the Bangladeshi NGO, BRAC, to implement EHCP in 550 Learning Centers, which provide access to education in parts of the region where formal schooling is otherwise inaccessible. In response to demand from the Bureau of Madaris Education, GIZ also worked with Component 1 of the BEAM ARMM programme to pilot EHCP in 27 madaris.

Supporting the Rehabilitation and Maintenance of School Toilets

GIZ further supported DepEd ARMM by providing construction and rehabilitation of toilets in 255 schools. In addition, GIZ provided technical assistance to develop routines for regular cleaning of school toilets.

Strengthening Governance for WASH in Schools

With technical assistance from GIZ, DepEd ARMM developed a WinS monitoring system based on the Three Star Approach to WASH in Schools. This system was implemented in two divisions in ARMM.

In addition, the programme supported DepEd ARMM to strengthen transparency in the management of school-level resources. In total, more than half of the schools in the region established Transparency Boards displaying resources coming into the school and how they are used.

GIZ also supported DepEd ARMM to develop and operationalize a school health and nutrition policy in 2014 and 2015.

Of the schools implementing EHCP, 400 were targeted for EHCP implementation by DepEd ARMM and GIZ and an additional 100 schools replicated the programme independently, using their own resources.

Together with SEAMEO INNOTECH, a qualitative study was conducted to document the experience of institutionalizing WinS at division level. Results are available here.

Over the course of the programme strengthening advocacy and implementation of deworming, DepEd ARMM was able to improve coverage from 17% of enrolled learners in the region in School Year 2011-2012 to 65% in School Year 2016-2017.

DepEd ARMM arranged for their own staff to be trained on the production of group handwashing facilities and funded the production of 371 group handwashing facilities. These facilities were provided by the Regional Office to award to schools who performed well in their WinS monitoring. Following the conclusion of the program, DepEd ARMM has continued to produce group washing facilities on their own, in particular for the conflict affected area of Marawi City.
